Carly Welham is a Senior Evaluation Consultant who joined Ference & Company in 2022. Her areas of expertise include community-based evaluation, knowledge translation, health equity, social policy, substance use, sexual and reproductive health, and partnering with Indigenous communities. Carly holds a Master in Public Health specializing in Indigenous Health from the University of Victoria, and a Bachelor of Arts in Gender, Race, Sexuality & Social Justice and Indigenous Studies from the University of British Columbia. She is passionate about data visualization and finding creative ways to communicate data, which she explored through a certificate in Community Data Science from Simon Fraser University. Prior to joining Ference & Company, Carly led the monitoring and evaluation of the BC Ministry of Mental Health and Addiction’s Pathway to Hope strategy, and worked as an independent consultant evaluating responses to the toxic drug supply crisis and the HIV/AIDS epidemic.
